About the fees you must note the following points
1. This difference in Fees is only available in State universities. It is not there in Private universities.
2. Majority of high ranked universities in USA are private.
3. You being an international student shall be offered instate fees only under certain circumstances.
4. If you are offered TA or RA or any other job by the university you may be covered under this. For the instate tuition can only be availed by residents of the state or by people paying local state taxes. As you are offered TA or RA you will be paid certain remuneration and hence liable for the local taxes. This will qualify you for in state tutu but with the consent of the university.

If you are doing computer science and majority of the companies in the state your choice are car manufacturers then the probability of your getting openings in the field of your choice shall be less. However a mechanical engineer shall have a better chance.
